The museum is the memorial site of “Security Office 21” (S-21) of Democratic Kampuchea, also known as the Khmer Rouge regime, situated in what was once the deserted city of Phnom Penh, evacuated on April 17, 1975. S-21 was the central hub of a nationwide prison system, used as a secret facility for detaining, interrogating, torturing, and exterminating those labeled as “political enemies” of the regime.
