It is the highest point in the city, offering the best panoramic view of Baku. Another popular name for the park is Viewing Square. During the Soviet era, it was named after Sergei Kirov. The park’s unique feature is its panorama overlooking the city, Baku Bay, and the Seaside National Park stretching along the bay. This explains why it was named “Highland.” In the 1930s, when Baku’s general layout was being developed, this fact was considered, and it was recognized that Highland Park would play a significant role in the city’s architectural composition. The park was built on the site of an old graveyard, designed by architect Ilyin using the rich variety of limestone from Baku’s quarries. Another old name for the park, the English Park, is linked to this graveyard. It is said that in the 1920s, English soldiers who came to Baku after the Russian Emperor was dethroned were buried here, along with the victims of the March events of 1918.
